I think Teresa Halbach's Phone Was Tracked On November 3rd, 2005 To Somewhere Near Highway 310 and CTY B in Manitowoc County, WI

 

WIth the release of the additional Manitowoc County Sheriffs Department Radio and Dispatch Calls in the Teresa Halbach case several things have become evident.  

On November 3rd, 2005 Karen Halbach placed a phone call

 to the Calumet County Sheriffs Department reporting her daughter Teresa Halbach missing at 2:47pm. Corporal Leslie Lemeuix does not open the investigation until a few hours later at 5pm Investigator Mark Weigert

 stated that he contacted Manitowoc County Sheriffs Department sometime after 6pm that day. According to the official narrative Calumet Officers Dedering and Weigert were working the investigation along with Jacobs

, Lenk, Remiker and Colborn-who took the original call from CASO notifying the department of Teresa’s disappearance. This is a call made by Calumet to Manitowoc- I believe it is Weigert and Senglaub(?) speaking and I find their discussion

 of Teresa’s disappearance in Manitowoc interesting- (oh good-when hearing she was last seen near the Zipperers?) I am unsure of the day of this call-it is the first on the track yet their conversation is odd-Weigert speaks of being on the case for a couple of days and yet this Manitowoc officer somehow has no idea that Teresa was missing-which seems impossible given the fact that this was all over the news and the Manitowoc County Sheriffs Office involvement from the first day.

Reviewing the reports, calls, newspapers and even interviews in the media this investigation lacked that sense of fear and urgency normally seen when trying to find a missing/abducted young woman in these cases. In fact this investigation never even had that sense of time was running out to find her alive narrative mentioned.

At 8:15 Detective Remiker calls the DCI wanting

 to access their special cell tower pinging machine. CASO Detective Dedering recalled this event as a phone call that went to voice mail. MTSO and CASO are focused

 on the Zipperers and the area around there. Colborn actually stated he did not want to raise suspicion by passing by the driveway repeatedly so at 8:40pm Colbornstated

 to dispatch that he was parked down the street at an insurance agency on the corner of Highway 310 and CTY R. Yet a look at the area map shows Manitowoc County government has a highway department complex that would have made closer spot for him to wait and the officers to meet beforehand.

Now prosecutors have downplayed cell tracking technology available in 2005. Yet a quick google search found this interesting article

 in the New York Times that was written in December 2005. This quote seems quite telling of what cell phone tracking was capable of at the time of Teresa Halbachs disappearance on October 31, 2005.

what was reported about the DCI/DOJ call

"Cellular operators like Verizon Wireless and Cingular Wireless know, within about 300 yards, the location of their subscribers whenever a phone is turned on. *Even if the phone is not in use it is communicating with cellphone tower sites*, and the wireless provider keeps track of the phone's position as it travels. The operators have said that they turn over location information when presented with a court order to do so.”

Now Colborn does not write a narrative regarding any of his events on November 3rd, 2005 in the Manitowoc official summary report. Remiker is the only one to discuss what steps officers made the first few hours of this investigation. Also I think it is important that we remember that there was another case number opened and closed a few hours later by Manitowoc County Sheriffs Department regarding this investigation on November 3rd, 2005 by Andrew Colborn.

I think we all agree that post September 11th, 2001 government agencies have utilized all available technology to track any person on American soil legal or illegal and the fact that Remiker made that call to the Wisconsin DOJ/DCI stating that he knew that they had that cellular phone tracking capability to do so speaks volumes. Couple that with the attempt by all three law enforcement agencies to down play all the calls made to Teresa Halbachs phone by their agencies and adding in the dramatic voice mail/password hacking production introduced into the narrative to distract from these calls made it is apparent that Teresa Halbachs phone was tracked and her last location accurately pinpointed. Now the data used at trial seems to indicate she pinged the Whitelaw tower last. Add to that the fact that Colborn and company are intently concentrated around Highway B and Highway 310 at first and it is clear that Teresa Halbach left the Avery Salvage Yard on Halloween after photographing the van like Steven Avery has maintained from his first interview.

 group is Jacobs in a series of calls including an exchange with an agent from SBC security who quite easily gave out information about a phone number without a subpoena. That confirms that phone companies willingly provide law enforcement with any available information as well. Even more interesting is what comes up if you google the phone number given to Jacobs to call about getting the information. SBC is an agency that is basically law enforcement helpline

 for things like phone surveillance.

Jacobs received the name and address for the number he was looking for. Yet nothing is written down about any of this taking place. This call was also not included with the original calls released via records request either. Nor the following call on track three that Jacobs placed to Calumet Officer Weigert. The entirety of track 3 is odd when compared to the “official narrative”. Weigert tells Jacobs that no one in Teresa’s life said she had a boyfriend yet we all know about Bradley C. and her friends concern about him. Also strange is that Weigert mentions the call to the Zipperers to Jacobs yet not the call that was made to Barb/Steven that day. This call is also is taking place while “the boys are at the Zipperers” getting “no answer” at the door.

Now at 9:22pm on November 3, 2005 Manitowoc County Sheriff Sergeant Andrew Colborn is documented calling his dispatcher to run Teresa Halbach’s license plates

 to which Colborn responded back “Negative”. Now Colborn had previously told Remiker (see call at 8:40) that he was going to wait at the insurance agency and yet here he tells him he is now across from the Zipperer residence in the Hope Community church parking lot. Also documented at this time beginning at 9:21pm is this radio exchange

 Colborn (#432) was having as well. Again using his cell phone to call and check his handwriting at 9:22 regarding the missing person’s license plates while also in the process of making entry at the Zipperer residence is not likely.

dispatch at 10:23pm saying that all units are leaving the highway B access. No report was written documenting the license plate call and no one has questioned Remiker about his asking Colborn about identifying those plates prior to the call and it is clear where Colborn wasn’t located when he found the (at minimum) license plates to Teresa Halbachs’ Toyota RAV4. He was not near the Avery property during this time. When questioned by defense attorneys at the criminal trial Colborn stated that the license plate call to dispatch was him checking his handwriting in case he came across her vehicle while looking for her. Yet he had according to the "official narrative" been out looking for her or her vehicle for three hours by this time.

A logical person would think that he would have "checked" his writing before he started the search?

Another question many have asked regarding the "SWH582" call is why did Colborn use his cell phone to call and "check his handwriting" at 9:22 regarding the missing person’s license plates while in the midst of making entry at the Zipperer residence and while only utilizing his radio for all other dispatch communications during the night?

Several things stand out to me regarding the license plate call. First Colborn used his cell phone for only this call. All other communications by him during this time frame are by radio. The radio pictured above on his uniform. Something else I have noticed is that Colborn apparently quit wearing his radio to court during Steven Avery’s trial. Was this a conscious choice regarding guilt about the license plate call? Also the excuse he made when asked about the call is illogical given the timing of events. Colborn has made multiple excuses since the trial trying to diminish the calls significance in the investigation. I theorize that this call may be the key to unraveling the entire mess and that Colborn may face some tough questions from Netflix attorneys in his civil suit regarding it.

One other thing is that according to Detective Dedering dispatch log at 9:21pm he is at the Zipperer residence. He is there with Andrew Colborn according to the "official narrative."

Three days later on November 5th, 2005 the RAV was reportedly discovered by volunteer searcher Pam Sturm-Teresa Halbachs aunt-parked on the edge of the Avery Salvage Yard and the Radandt Quarry property line.

 and the license plates were not attached nor were they found inside the vehicle. That same day this cal

l from the Wisconsin Attorney Generals office is recorded as well. AAG Freyberg is frantic to speak with Rorher about the investigation. This contact is not mentioned by any agency in a report. The license plates would be recovered four days later on November 8th, 2005 much closer to Steven Avery’s residence.

They were folded into thirds and throwninto a car

with a broken window next to the main driveway. A driveway that officers had traveled many times in the days previous. This location was an area where Andrew Colborn was documented as being the day prior looking for evidence. Forensic testing of the license plates recovered male DNA not belonging to Steven Avery or Brendan Dassey. This DNA was not submitted to the state of Wisconsin DNA database. The sample was also not uploaded into CODIS (federal DNA database) to determine who was leaving DNA on the RAV license plates.

The investigators and prosecutors have maintained that Teresa Halbach arrived on Avery Road around 2:30pm on Monday October 31, 2005 and Steven Avery at that time abducted and murdered her. He and Brendan Dassey violently assaulted her in his trailer and garage. That they built a massive bon fire with tires and a van seat and burned her body whole and while she was burning they beat her body with a shovel and a rake into tiny bone fragments. (not one person witnessed any of these things and no one on the Avery property recalled a fire on Halloween until November 9th,2005)Brendan and Steven buried the bones a few feet away from the burn pit. They hid the RAV under a tree branch and a hood in the Avery Salvage Yard car pit area. Most importantly that Teresa nor the RAV left the Avery property upon arriving on October 31, 2005 around 2:30pm.

If everything happened like the officers and prosecutors very much want us to believe and all this evidence was really found first on the Avery property then why was Manitowoc Officer Orth out setting up roadblocks and detours

 for traffic that had nothing to do with Avery Road?

Why is it that nothing of evidentiary value appeared until the beginning of the third day in the investigation when everything according to investigators reports was easily spotted yet the reality is that it was not so easy for them to discover any of this “evidence” and their explanations for why theses items were apparently missed for several days are outrageous, absurd and truly comical to believe actually took place? Remember that until November 9th, 2005 there was no proof that Teresa Halbach was not alive and being held somewhere against her will.

Let us also not forget the giant elephant and the giraffe that are in the room with us as well. Manitowoc County government was in the midst of being sued for $36 million dollars by Steven Avery for his 1985 wrongful conviction. Depositions that had occurred in the case were establishing that the arrest, investigation, trial and post conviction proceedings were to put it kindly troubling. Former Manitowoc Sheriff-town hero and beloved leader of the community Tom Koucerek as well as former District Attorney Denis Vogel were individually named as well in this lawsuit and their depositions were scheduled to occur in a few days time.

An interesting aside that many may be unaware of is that the Manitowoc County Sheriffs Department and Manitowoc County Highway Department used to work in the same unit. They worked in tandem and out of the same budget until restructuring occurred in the early 1980s. The official name for many years was the Manitowoc County Sheriff-Highway Department. In fact the traffic department is now under the sheriffs department in Manitowoc County and has been since 1979. Why would these things matter in this case? Well Kocourek was first sworn in as an officer in Manitowoc in the year 1969. He was elected sheriff in 1979 and in one year he tripled the average number of prisoners the jail housed-from thirteen to forty one a day. He bagan seeking millions of dollars for expansions and improvements the first year in office. He is known as a man who is “tough on crime and criminals”.

In 2005 he was still a very powerful person in Manitowoc County. In fact he likely still is to this day to many of the locals. The highway department people are also HIS people as well and would have not thought twice about lending personnel, buildings or equipment to help get rid of Steven Avery for once and for all. Listening to the dispatch and radio calls recently received one can see that the highway department and sheriffs department still work closely together. A records request submitted to the highway department in this case resulted in a response that there were no "responsive records" available. Yet employees of the highway department are captured on multiple calls assisting in this investigation. Perhaps like Jacobs, Hermann, Bushman, Colborn (on the 3rd) and the others who failed to document their participation their assistance in the Teresa Halbach investigation was "off the books?"

The Manitowoc County Highway Department has a very large shop and quarry area a few minutes from the Zipperer residence on highway 310. I think this may likely be where Andrew Colborn was at when waiting for Remiker and the others prior to going to the Zipperers on November 3rd, 2005. Also when he made this call

 at 10:32pm on November 3rd, 2005-a call he apparently made twice (he also said he was 24 from

 the same County Highway B access 25 minutes earlier)- with no call yet located regarding his location or activities in between.

If one takes a look at Highway 310 and Highways Q and B and their proximity to the eighty acre Manitowoc County quarry property where Teresa Halbachs cremains were reportedly discovered and Calumet County Coroner Klaeser pronounced her deceased it is a straight shot. The odd road blocks that did not change the flow of traffic to the Avery Salvage Yard make a more sense if they were in fact in place to move items from a location off of Highway 310 and Highway B and north to the Avery property out of the public eye.

In fact looking at the map (it is a work in progress) one can see the proximity of the area near the Zipperer residence and the Avery Salvage Yard. Another piece of information that I feel is relevant to mention is that at 3pm on November 6th, 2005 Manitowoc County Sergeant Orth was setting up a roadblock/traffic detour at the location of Cord B to North to Cord BB, West to Cord Q South of Cord Q. Now entering that into Google Earth shows that this is the area that is being contained.

Now Zander Road is north of the Avery Salvage Yard. To try and orient you to the area if one was to drive from Zander Road and Highway Q on Q you would first pass the area where ASY is located and then further south is the Zipperers residence. Why was this roadblock detour? This is the afternoon of the 6th. The RAV has already been located on the Avery Salvage Yard. According to investigators Teresa Halbachs cell phone pings did not show her being in that area on Halloween. Yet this detour was implemented as part of the Halbach investigation. Interestingly enough 33&* Zander Road is located in the area that traffic was being diverted from. It is also interesting that the house on Zander was for sale at this time. Also for those unaware former Sheriff Tom Kocourek was a real estate agent for many years in Manitowoc County.

Now according to officers and prosecutors there was no police presence at the Zander Road address during this investigation. I refuse to believe that the only item of evidence found on the first day that links their prime suspect to the missing endangered woman was not checked out to determine if there was any evidence that Teresa Halbach had been there.

Listening to these calls that Rookie of Twitter was able to get a copy of make it clear when placed side by side with the “official narrative” of the investigation and the alleged crime(s) against Teresa Halbach that the investigation that occurred is not what has been reported.

Take this call

 on November 6th early in the morning for example- Manitowoc Officer Hermann is specifically requesting CADAVER dogs to help with the search. Why would he be looking only for a dead body? There was no proof that Teresa was dead yet-in fact the RAV had not even been open by investigators at this point. According to the "official narrative" officers did not know about the blood in the back of the RAV until mid morning on the 6th and the bones collected on the 8th were not confirmed human until the 9th in the afternoon-why were they not holding out hope that Teresa was alive and being held somewhere?

The evidence has established that law enforcement and prosecutors level of deception in this case is at a level never before documented. I am going to stop here for now. I welcome any and all additional comments and links to calls filling in any spots that I may have missed trying to document the first day of the investigation. I think that if we are somehow able to take all the calls and radio transmissions from both agencies, date/time stamp them chronologically and compile them into sequential order it will further expose and highlight just what really happened from November 3rd thru November 12th, 2005. If anyone wants to try and do this I am available to help them do so. It would cement what we already know that this entire investigation was fabricated with the explicit purpose of framing Steven Avery for a crime that officers and prosecutors knew he did not commit. That Brendan Dassey was a "sacrificial lamb" to finish selling the small minded limited imagination created narrative of a junkyard se$ assault/murder that never happened. Is that enough to win them new trials. To be honest I do not know. It damn well should be. I fear it probably isn’t though. I recently watched a video on AEDPA and have learned that the Supreme Court of the United States has ruled that it isn’t enough to be innocent and sentenced to prison to get a person released. Yes they really did say that just because you're innocent in prison doesn't mean you are entitled to get out of prison in America.
